Short Text: Services missing from sLIPA for a student with ELP Code 1-5.

Long Text: LIEP services missing from /sLIPA record for a student with ELP Code 1-5. To fix the error, verify if the student should have an ELP Code of 1-5. If not, correct the Proficiency Descriptor on the /sLIPA record and the Limited English Proficiency Descriptor on the /SEOA record. If students really do have an ELP Code of 1-5, submit the LIEP for the student. If the LEA is providing a program that is not represented on the DPI LIEP Crosswalk, the LEA should select ‘other’ and the program must be described for review and approval as outlined in the Title III-A English Learners section of the ESSA LEA Plan inside of WISEgrants. If the student's caregivers have denied all LIEP services offered by the district for the current year, then send the LIEP services as ‘Refusal’. If the LEA does not have an LIEP and the ELs receive academic instruction in the general classroom and have no contact with a licensed EL or bilingually certified educator and/or are not receiving support within a Title III consortia, then report the LIEP services as ‘No LIEP available.’

How to Fix: This error appears if a student's Language Instruction Program Association has no Language Instruction Education Program and the student has an ELP code of 1-5. To correct the error, first verify that the student has the correct ELP code. If not, correct the student's ELP code. If the ELP code is correct, submit the Language Instruction Education Program services for the student. 

Example: District Deb receives an error that Giuliana's Language Program Association has no Language Instruction Education Program associated with it. Deb verifies that Giuliana has the right ELP code, then submits a Language Instruction Education Program service for her to clear the error.
