Long Text: The ACCESS for ELLs Overall Composite Proficiency Level from the immediately prior school year exists for the student but screener test results have been submitted. Whenever the sLIPA Assessment Year is sent as the current year, it is assumed the ELP code sent is based on the screener test result. Generally, screener results should not be used to determine a student's ELP code if the student took the ACCESS for ELLs assessment in the immediately prior school year,  regardless of which district, local educational agency, or Choice school the test was administered in. If the screener test result was sent incorrectly, amend the record to reflect the ELP code based on the ACCESS for ELLs Overall Composite Proficiency Level. If the ELP code based on the current year ACCESS for ELLs administration was sent, delete the record from WISEdata. A student's ELP code for all of the current year should be based on the prior year ACCESS for ELLs Overall Composite Proficiency Level. It is important to remember that your SIS vendor should allow you to determine and record the student's ELP code for the following year when current year ACCESS for ELLs results are received, but the ELP code based on those results should not be sent to DPI until the following school year.
 
Business Rule Logic: Throw on SLIPA when Grade NOT in ('K3','PK','K4') AND Assessment Year on SLIPA = current year AND Prior Year Composite Proficiency Level exists for the student. Note : If there are multiple SLIPA we would throw on all. If multiple assessment exists on SLIPA then only run for current year for this rule.
 
How to Fix: This error appears if the sLIPA Assessment is the current school year but the student has taken the ACCESS for ELLs assessment in the immediately prior school year. A student's current year ELP code should be based on the ACCESS for ELLs assessment score from the immediately prior school year, and the assessment year should reflect the prior school year. To fix this, adjust the student's sLIPA LIEP record to reflect the proper ELP code and assessment year.
 
Example: District Deb receives an error that Giuliana's screener test results have been submitted even though Giuliana took the ACCESS for ELLs assessment in the previous school year. She looks into the issue and discovers that the screener test result was sent incorrectly. Deb amends Giuliana's record so that her ELP code is based on the ACCESS for ELLs Composite Proficiency Level instead to clear the error.
