CST - Validation Error 6612
KBA-01113-L4T4W9
Summary

Short Text: The Significant Developmental Delay (SDD) disability code is no longer valid. SDD is applicable only for students ages 3 through 9. Note: Need to conduct an IEP Reevaluation in order to change the disability code to a different disability code.

Long Text: When a student with a disability turns 10, the disability code of Significant Developmental Delay (SDD) is no longer valid, as it only applies to students aged 3 through 9. If the student turns 10 and is continuing to receive special education services, end the sSEPA record with the SDD disability code one day before the student's 10th birthday and create a new record that reflects the student's primary disability other than SDD. If the student is no longer eligible for special education services, end the sSEPA record with the SDD disability code one day before the student's 10th birthday. No subsequent records are expected or required. The error must be corrected to ensure that the special education record (sSEPA) is accurately reflected in WISEdash for Districts.

NOTE: Need to conduct an IEP Reevaluation in order to change the disability code to a different disability code

NOTE: In rare circumstances, a Choice participant may have enrollment dates that don't encompass one of the count dates.  When the student's enrollment doesn't cover either the 3rd Fri of Sept or 2nd Fri of Jan, then this Error may be acknowledged.

How to Fix: Check that the student in question is indeed age 10 and also still receiving special education services. Either way, you will need to enter the end date for the sSEPA that had the student’s prior disability (SDD); the end date should be the day before the student turned 10. If the student stopped qualifying as disabled, enter an end date for the student’s last date of the special education program association the day before turning 10. More likely the case is the student simply needs an updated record from the disability code change when turning 10, as SDD is not an acceptable code once reaching age 10. If the student still has an active disability and special education need, add an end date to the prior sSEPA with the last date the child was nine. Start a new sSEPA on the student’s tenth birthday. Because you cannot use the SDD code once the student turns 10, check the active IEP for the new disability, ensuring the primary disability reported on the record is no longer SDD.

Example: Ellie, a special education student, just turned 10 on Feb. 26 of this school year. Her disability from age three to nine had been listed as significantly developmentally delayed (SDD), but now District Deb notices a Error on Ellie’s record that her SDD record needs an end date. Deb looks into this and sees Ellie did indeed turn 10 and can no longer have SDD submitted as her reported disability. Deb checks the most recent IEP for an updated evaluation and sees Ellie's new primary disability is listed as Intellectual Disability (ID, formerly CD). Deb puts an end date for the SDD sSEPA record and updates Ellie’s record with a new sSEPA that lists the ID code to clear the Error.

Technical Details:
Business Rule Logic: Throw on SSEPA when
Reporting Disability is SDD
AND
(Student is 10 on the current date and SSEPA Effective End Date is current date or future date)
OR
(Student is 10 on the SSEPA Effective End Date and SSEPA Effective End Date is in the past).
