Summary

Short Text: PK or K3 submitted as Parentally Placed Private PPP. 

 

Long Text: Student in grade level PK or K3 submitted as Parentally Placed Private (PPP). The Individuals with Disabilities Education Act (IDEA) provisions for parentally placed private school students apply to students attending private elementary or secondary schools within Wisconsin statute sec. 115.01(2), defining the elementary grades to include four- and five-year-old kindergarten. 

 

The parentally placed private school provisions do not apply to students in grade PK or K3; these students would receive special education services through an IEP. 

 

 

How to Fix: To correct the error, either 1) change the grade if the student is parentally placed in a private school and receiving special education services through an ISP or 2) change the enrollment type to Primary if the student is attending a private PK or K3 program and receiving special education services through an IEP.

 

  • Change the Grade: Only students with IEPs who are attending PK and K3 grograms should be submitted to WISEdata. These students cannot be submitted with a parentally-placed private (PPP) Enrollment Type. 

    • Special education PK and K3 students will have an IEP, not an ISP, and must be submitted to WISEdata with a primary enrollment and sSEPA record containing IEP information. Students attending a private school for their primary education services and receiving special education services from a public district via an ISP would be in a grade level other than PK or K3.  

    • If the student is in a grade level other than PK or K3, submit the correct grade level along with the non-primary PPP enrollment, and submit the special education information via the sSEPA record.  

    • Usually three-year-old is not a PPP option, but there could be exceptions if the private school has a grade of 4K or KG.

 

  • Change the Enrollment: If the student is in PK or is in grade K3, change the enrollment from non-primary PPP to primary, and submit the IEP and other information via the sSEPA record.  Three-year-old students in PK or K3 programs receiving special education services should not be submitted as PPP.  

  • These students should be covered by an IEP rather than a service plan.  

  • Consider the enrollment period and the student Special Education Program Association (sSEPA) period.  

  • If the enrollment period (inclusive of or between the Enrollment Entry Date and Enrollment Exit Date) includes any point in time when the student was three, then the Enrollment Type must be changed from Parent Placed Private/PPP to Primary. 

  • When the student turns four years old and receives services from an individual service plan (ISP), then a second enrollment record must be entered with the Enrollment Type set to Parent Placed Private.  

  • If an IEP is still in effect, then the Enrollment Type should remain as Primary.  

  • Additionally, first, the sSEPA (that covers the student when the student is 3 years old and has an IEP) should be exited and a subsequent sSEPA should be created if an ISP is created. 

 

Example: District Deb sees an error on Student Seth’s record that he is a prekindergarten student submitted as parentally-placed private (PPP) non-primary enrollment. Deb investigates the matter and sees Seth is indeed in PK receiving special education services. She knows Student Seth can receive services and should be submitted to WISEdata, but he cannot be entered as PPP at age three. Deb changes the student’s non-primary PPP enrollment to a Primary enrollment and verifies that the sSEPArecord information is correct. 

 

Technical Details: 

Business Rule Logic: Throw the error on sSA, if the enrollment type of sSA = PPP and the grade level is PK or K3.
