Validation Error 6799

Short Text: Invalid Reason Exited Special Education when the student has exited the district. 

Long Text: Invalid Reason Exited Special Education when the student has exited the district. If the student has exited with an Enrollment Exit Type of HSC (High School Completion), TOS (Transfer Out-of-State), MA (Max-Age), ISM (Interstate move), DE (Death), INM (International move), or PCC (Prior Completion Credential), ODO (Other Dropout or Possible Drop out), it is expected the sSEPA end date will match the enrollment end date and the Reason Exited Special Education would be “E - Exited district due to enrollment exit code.”  In rare cases, the Reason Exited Special Education would be “R- Revoked consent for special education services” or “T-Transferred to regular education” if the student discontinued receiving special education services on the same day the student exited the district.  

NOTE: For 22-2023SY onward PCC is removed from the exit type list and should not be used. 

How to Fix: This error throws when you have a mismatch between the value submitted for Reason Exited Special Education and the Exit Type submitted for the student. First verify the student's reason for leaving the district to ensure you have the correct Exit Type. Based on the accurate Exit Type, a specific Reason Exited would be expected. Review the reason for exiting the special education program based on the Exit Type and enter according to the specifications linked below in the mapping matrix. Based on what you discover about the student, modify the reason Exited or the Exit Type to clear the error. 

Example: District Deb spots an error on Cash's record that he has an invalid Reason Exited from Special Education. Deb looks into the situation and sees that Cash has an Exit Type of TOS (transferred out of state or country) and a sSEPA end date. However, the Reason Exited was entered as Continuing in Special Education. Deb learns this happened because the school to which Cash is transferring in another state will still provide special education services. However, for WISEdata purposes, an exit date from the school demands an Exit Type. As a result, the sSEPA record ends for Deb’s district and needs a corresponding Reason Exited Special Education. Deb reviews the mapping matrix for exit codes to reasons and enters a Reason Exited value of Exited to clear the error. 

Technical Details: 

Business Rule Logic: Throw the error if Enrollment exit code in (HSC, TOS, MA, ISM, DE, INM, PCC, ODO) AND Enrollment Effective End Date = SPED Effective End Date AND SPED Reason Exited Descriptor is not blank AND SPED Reason Exited Descriptor is not in (exited, revoked, returned to regular education).
