Example: District Deb sees an error that indicates that the graduation plan submitted by her district does not include at least 0.5 credits for Health instruction. She investigates and determines that there was an error in entering the graduation plan. She corrects the number of credits and resubmits the plan, which clears the error.

Throw error when:
GraduationPlanCreditsBySubjects for health <0.5  when Non HS credit = 0 or null
OR
Non HS credit < 0.5  and GraduationPlanCreditsBySubjects for health  = 0 or null
OR 
GraduationPlanCreditsBySubjects for health < 0.5  and Non HS credit < 0.5
