Message: Special Education record (SSEPA) ends before enrollment. If the Student is Continuing in Special Education (Reason Exited Special Education = C), fix the error by sending another SSEPA. If the student is exiting the district (Reason Exited Special Education = E) and SSEPA ends before enrollment, fix the error verify by extending the SSEPA End Date to match the Enrollment End Date. If the Reason Exited Special Education is unknown (sent as blank/null), send the appropriate Reason Exited Special Education and either send another SSEPA or extend the SSEPA End Date to match the Enrollment End Date.
How to Fix: This error appears when a student's special education record (sSEPA) has an end date before the student's enrollment end date. To fix the issue, refer to the student's Reason Exited Special Education to determine if the student is continuing in special education, exiting the district, or exiting special education for another reason.
- If the student is continuing in special education, correct this error by submitting a new sSEPA record for their continued special education.
- If the student is exiting the district, update the end date of the student's sSEPA record to match the student's enrollment end date.
- If the Reason Exited Special Education is unknown (sent as blank/null), send the appropriate Reason Exited Special Education and if continuing, send another SSEPA or if exiting, extend the SSEPA End Date to match the Enrollment End Date.
Example: District Deb spots an error on Cash's record that his sSEPA record ends before his enrollment ends. Deb looks into the situation and sees that Cash has a Reason Exited Special Education of E, meaning that Cash has exited the district. She updates the end date of Cash's sSEPA record to match the end date of his enrollment, then submits the data to WISEdata to clear the error.

Business Logic: Throw on SSEPA. Include non-primary PPP enrollment type.
If SPED exit reason = Continuing or exited or NULL and latest SSEPA effective end date for a school < the latest enrollment effective end date for the same school.
