Long Text: The LEA's student count for immigrant children and youth eligibility is either zero or missing. To fix the warning please verify in your SIS if the immigrant data has been assigned for those students meeting the definition of immigrant children and youth under Title III. For more information, see the Immigrant Children and Youth page. Acknowledge the warning if no immigrant children and youth are required to report from the LEA.

 

How to Fix: Verify the immigrant student information entered in your Student Information System (SIS) - that the students assigned as immigrants meet the definition of immigrant children and youth under Title III

  • If the information in your SIS is not correct, fix it and then resubmit the data.

  • If the information in your SIS is correct,  acknowledge the warning. 

Example: District Dyllan sees warning 7470, that zero students have been submitted as immigrant children and youth. Upon investigating the information on their Student Information System (SIS), Dyllan visits the Immigrant T3 data element page on the DPI website, and sees that there are three criteria:

  • Aged 3-21 as of the Third Friday of September for the current school year

  • Not born in the United States

  • In U.S. schools for less than three full academic years - the years do not have to be consecutive. 

Dylan double-checks the student data with these criteria and confirms that there are several students who do meet eligibility because the student’s years in school were counted consecutively. However, they don’t need to be three consecutive years. Dylan enters corrected data into their SIS. This will clear the error.

NOTE: When Dyllan double-checked their SIS data to see if the count of zero had been correct, Dyllan would simply acknowledge the warning. 

Technical Details:

Business Rule Logic: Throw the warning if SSA Exists AND StudentCharacteristicDescriptor as 'I- Immigrant' is missing at the district-level/agency level.

  • This rule will run for Public Districts, Charter Schools, Wisconsin School for the Deaf, and WI Ctr for the Blind & Visually Impaired.

  • This rule will not run for Choice schools, DOC, DHS & CCDEBs
