Short Text: The sSEPA record is missing required elements for RCC Placement data.
Long Text: The submitted Special Education record (SPED record or sSEPA record) is incomplete because it is missing required  Residential Care Centers (RCC) data elements.

Required data elements for in-state RCC placements include:
Required data elements for out-of-state RCC placements include:
This error occurs because WISEdata Portal requires both the RCC Placement Type and the RCC location details.

The LEA must update the SPED record to include the correct RCC Placement Type and location details. Ensure all required information is complete, then resubmit the record.

How to Fix: You are seeing this error because RCC data elements were submitted within a sSEPA record without all the necessary fields. Review the requirements, complete all missing/incorrect fields, then resubmit the record:
  • Placement type is required for both in-state and out-of-state placements.
  • The name of the RCC facility is required for both in-state and out-of-state placements.
  • For out-of-state RCC placements, along with the RCC name, you must also include  location information:

Example: District Deb sees Error 7498 associated to Robin Birdwhistle’s sSEPA record. Robin has an IEP and receives special education services and was recently placed by their IEP team into a residential care center. Robin and their family live and attend school in Fair Play, WI (attending the Southwestern Wisconsin public school district in the driftless area), and the RCC where Robin was placed is in Dubuque, Iowa, just across the Mississippi River.

Because Robin’s RCC placement is not in Wisconsin, Deb reviews the Students in a Residential Care Center data element landing page to make sure she knows what to submit. The required data elements for out-of-state RCC placements include:

When reviewing Robin’s sSEPA record on her school’s student information system (SIS), she can see that the city name is missing. Deb enters the Out-of-State RCC City “Dubuque” and then ensures that the RCC State data element also reads “IA” (Iowa).

After ensuring that everything else is also correct, Deb knows her SIS will push data over to WISEdata Portal later this evening, and she will check WISEdata Portal tomorrow to ensure the corrected data is there.

Technical Details:
Business Rule Logic: Logic: Throw on /sSEPA when:

  • The RCC Placement Type is blank when either RCC Name and/or location details (city and state abbreviation) are submitted.

The RCC Placement Type is submitted, but RCC Name and/or location details are blank.
