Long Text: The Special Education record (i.e., sSEPA record) contains both in-state and out-of-state Residential Care Centers (RCC) data elements indicated on a single sSEPA record.
How to Fix: You are seeing this error because both in-state and out-of-state RCC fields are submitted. Follow these steps to resolve the error:
- Ensure the correct RCC Placement is submitted for the student.
- Remove the irrelevant RCC data.
- Data elements required for in-state RCC placements include:
- Data elements for out-of-state RCC placements include:
- Resubmit the corrected record with only one set of RCC information (either in-state or out-of-state)
Example: District Deb sees Error 7499 associated to Adam Grizzly’s sSEPA record. Adam has an IEP and receives special education services and was recently placed by the county into a residential care center located in Wisconsin.
Because Adam’s RCC placement is in Wisconsin, Deb reviews the Students in a Residential Care Center data element landing page and sees that the data element RCC State is only required for RCCs that are outside of Wisconsin. Deb sees that someone entered “WI” into the RCC State data element, and she removes it from Adam’s sSEPA record.
After ensuring that everything else is also correct for this in-state RCC placement (i.e., RCC Name, RCC ID, and RCC Placement Type), Deb knows her SIS will push data over to WISEdata Portal later this evening, and she will check WISEdata Portal tomorrow to ensure the corrected data is there.

Business Rule Logic: Throw on /sSEPA when both in-state RCC information (RCC ID) and out-of-state RCC information (RCC Name) are populated for the same student within the same reporting period.
