Short Text: The student CTE program association has program type descriptors of “WBL” or “Dual” (enrollment).
Long Text: The student’s CTE program association should not have program type descriptors of “WBL” or “Dual.” In the 2025-26 school year, using these descriptors on the Student CTE Program Association resource prompts this warning. Starting with the 2026-27 school year, program type descriptors will not be loaded from the student’s CTE program association and this will prompt an error. Please resubmit these "WBL" or "Dual" descriptors using the section reference instead.
How to Fix: For the 2025-26 school year, Work-Based Learning (WBL) or Dual Enrollment (Dual) designations should not be made on individual student records. Instead, they should be associated to sections. Check the use of the WBL and Dual indicators, and ensure they are used for sections, not for individual students.
To fix:
- Notice the instances of 7511 warnings for your school.
- In the Action column of each student’s row that includes Warning 7511, click Details.
- On the student’s details screen, under the Programs header, expand the Career Education section.
- Notice the values in the Program Name and Program Type columns.
- Wherever the value is Work-Based Learning or Dual Enrollment, change this value to Career and Technical Education in the student’s record in your SIS.
- Once you have made all the necessary updates in your SIS, push the data to WISEdata.
Example: District Deb sees Warning 7511 on her Validation Messages screen for a group of Career and Tech Ed (CTE) students at the high school. Deb sees that these students are all registered for WBL or Dual Enrollment courses. After reading KBA 7511, Deb understands that she needs to assign these CTE designations to courses and sections rather than to individual students.
Deb opens her student information system, Power OaSIS, and navigates to the screen for one of the students, Joey Ramone. She sees that the warning is accurate because Joey’s WBL course was assigned to his student record. Deb removes this student association. Then Deb navigates to the screen allowing her to set the course as WBL. Finally, Deb pushes a manual validation to see if this warning clears for Mr. Ramone, and it does!
Deb now repeats this process until all warnings are cleared.
Technical Details: In the 2025-’26 school year, do not use ProgramTypeDescriptors of "WBL" or "Dual" on StudentCTEProgramAssociation. Instead, report "WBL" or "Dual" on the Section resource. Remove the "WBL" or "Dual" designation on StudentCTEProgramAssociation and resubmit on Section.
Business Rule Logic: Throw on StudentCTEProgramAssociation when “WBL” or “Dual” programTypeDescriptors are used.
