Short Text: The value report for Primary School does not match with the reported Enrollment Type.
Long Text: The value reported for Primary School does not match the value reported for the Enrollment Type.
How to Fix: To correct the error, verify whether the enrollment is primary or not primary, then change the enrollment type accordingly.
If the student is not primarily enrolled at the school, then:
the Enrollment Type should be either ‘PPP’ or ‘Coursework’ and
the Primary School should be ‘False’.
If the student is primarily enrolled at the school, then:
the Enrollment Type should be ‘Primary’ or ‘Membership’ and
the Primary School should be ‘True’.
Example 1: District Deb receives an error that Sheshi has an enrollment type of Primary at a school that isn't flagged as her primary school. Deb looks into the issue and sees that the school isn't Sheshi's primary school, so she finds out what Sheshi's enrollment type should be. Sheshi is taking coursework at the school as a non-primary student, so Deb updates her enrollment type to Coursework.
Example 2: District Deb receives an error that Sheshi doesn't have an enrollment type of Primary or Membership at the school flagged as her primary school. Deb looks into the issue and sees that the school is Sheshi's primary school, so she changes Sheshi's enrollment type to Primary to clear the error.
NOTE: This rule is new for the 2023-24 school year going forward; it replaces/combines Error 6806 and Error 6813.

Error should show on SSA when:
primarySchool = true AND enrollmentTypeDescriptor is not Primary, Membership, or missing.
OR
primarySchool = false AND enrollmentTypeDescriptor is Primary or Membership
